You can't make LS with texmod..texmod only change textures not model..You can make easy LS in After Effects or in many other programs like lsmaker...or even in Sony Vegas but it's more complicated.

Yes, I'd guess he was using TexMod. It's easy to use. just keep pressing + or - until you find the texture you want and then press enter. after that, you can either paint over it or rename a self made sword or something and replace it in the textures directory of GW. Of course to get the glow you need a special program...
